The Wisconsin Highway Research Program was established in 1998 by the Wisconsin Department of Transportation to conduct research on highway materials and construction methods. Dowel Bar Retrofit – STH 13 Construction and One Year Performance Report

The objective of the dowel bar retrofit was to provide load transfer in the jointed plain concrete pavement and to prevent further faulting from occurring. Fifteen test sections and three control sections were established in this study to examine the performance of 6 different patch materials, the performance of two different dowel bar materials, and the effects of sealed and unsealed joints on dowel bar retrofit. The reconfigured rolling wheel deflectometer (RWD), portable truck-mounted deflection measurement systems, and dynamic cone penetrometer (DCP) were utilized on four subgrade construction projects during the 2001 construction season. The research findings from this and previous study phases indicate that deflection test results may be appropriate for identifying areas of poor in-place stability within constructed subgrades.  Report number: WI/SPR-04-02.

An investigation was conducted to determine the probable causes and reasons for early distress in the form of heaved shoulders on I-90 in Monroe County and on various other projects around the state.
