Bradley Road in the Village of Fox Point faced significant infrastructure challenges, including deteriorated pavement, inadequate drainage, and no pedestrian accommodations. Residents expressed concerns about safety, speeding, and stormwater runoff but unexpected utility concerns and a large culvert crossing threatened to derail the team’s design.

Engineers solved flooding issues while redesigning the roadway for safer travel.

Baxter & Woodman led the design and construction oversight for the roadway reconstruction, transforming Bradley Road into a safer, more resilient corridor. Their design narrowed travel lanes to reduce speeds and added a six-foot asphalt path to enhance walkability. The team replaced open ditches with more than 7,000 feet of perforated storm sewer and shallow swales to improve drainage and avoid overflow during storms. Green infrastructure played a vital role, with nearly 344,000 gallons of stormwater storage integrated through bioretention basins and bioswales. Major utility upgrades, including 4,800 feet of upgraded water main, were carefully coordinated alongside the replacement of the aging culvert with a durable precast concrete structure.

The project team secured over $1.2 million in grant funding, streamlined construction using real-time GPS, and resolved utility conflicts that saved the Village more than $200,000. Despite the project’s challenges, the engineering team delivered a sustainable, ADA-compliant roadway completed on time and within budget.
