The City of Beloit faced a challenging yet transformative opportunity to convert its downtown riverfront from an aging industrial corridor into a vibrant public asset. Central to the effort was a deteriorating building that extended over both land and the Rock River, structurally intertwined with the E. Grand Avenue bridge. Its presence blocked a key missing link in the Rock River Trail, preventing continuous pedestrian and bicycle access along the shoreline. Demolition posed significant risks due to limited site access, unknown river foundation conditions, and the need to protect endangered aquatic species.

Engineering protected the Rock River while restoring trail access and strengthening connectivity.

Batterman, Jewell and Brownfield partnered to deliver this transformation for the city. First, the team worked with the client ultimately helping obtain more than $2.3 million in state grants. Surveying the site required advanced methods to map the complex conditions of the area. The data informed a design that removed the building and its 30 river piers, restored the shoreline with an extended riverwall, and connected new trail segments via a mid-block crossing with enhanced safety features.

The team crafted an environmentally friendly solution by capturing runoff from the parking lot and development site, preserving the river. Construction relied on a temporary cofferdam and causeway to protect the river, along with a mussel relocation effort to safeguard endangered species.

Close collaboration and proactive communication with stakeholders ensured a smooth process. The project delivered real value to both the client and the public and stands as a model for how thoughtful infrastructure can enhance quality of life.
