The City of West Bend confronted a significant public health challenge when three of its seven municipal wells were found to contain PFAS, an emerging contaminant linked to potential health risks. The City needed a fast, economical, and regulatory-compliant solution that avoided the high cost of drilling new wells and ensured uninterrupted delivery of safe drinking water.

Engineers designed a solution that addresses drinking water contaminants, protects public health and creates a model for other communities.

Strand responded by completing a comprehensive evaluation, conducting pilot testing and leading full-scale design and construction administration. With their data-driven approach, the team identified the most effective treatment strategy and advanced one of Wisconsin’s first PFAS-focused granular activated carbon (GAC) treatment facilities.

Despite a site constrained by wetlands, steep grades, and utilities, the design accommodated six 30-foot-tall GAC vessels and a layout that supports future maintenance through a roof system designed for future vessel replacement. Sustainable materials and energy-efficient elements were included to improve durability and performance. The system can also treat Volatile Organic Compounds (VOC) which impact water quality and poison natural water resources.

This project sets a precedent for communities facing emerging contaminants. By applying existing technologies in new ways, the facility ensures decades of reliable water treatment and demonstrates the tangible value of engineering expertise.
